Council Expenses Analysis

From 1 January 2011,  Councils in the UK are likely to be required to publish details of payments to suppliers over £500. Although some Councils have already started to publish this information, there is obviously a reticense to develop costly reporting solutions. Councils therefore appear to publish the information in downloadable format either as Excel spreadsheets or PDF documents. Although this may 'tick' the required disclosure requirements, we do not believe that this provides real value to the public.

Information such as this only has real value if it can be viewed in context (i.e. is a payment normal or abnormal). For a user to be able to make this interpretation, they may need to be able to look at spend in a month for a particular expense category against similar spend in previous periods or against other categories.

BIOLAP has developed an application, driven by arcplan technology, that we will provide to Councils free of charge to allow members of the public to analyse expenditure, slice and dice information and drill through to the underlying transactions.

Council Expenses Licenses

The information on BIOLAP Limited (‘BIOLAP’) ’s Council Expenses Dashboard is taken from many of sources and has a variety of licences attached to it. The purpose of BIOLAP’s Council Expenses Dashboard is to open up data and enhance transparency.

The information & attributable licences

Most data, especially statistics, comes from UK government sources and is subject to Crown Copyright. This means that it can be reused commercially and non-commercially under the Click-Use Licence. Other data comes from Local Authorities. BIOLAP has no rights to this underlying information, and therefore offers no licence for its reuse. The following specific copyrights are specifically acknowledged:

However, BIOLAP has copyright to text, terms, images and other information on its website and its Council Expenses Dashboard. It also holds database rights to the structure and relationships of the data.

We have applied a Share-Alike Attribution Licence to the copyright, and a similar Open Database Licence for the database rights. This means the information can be used both non-commercially and commercially without charge. However, BIOLAP must be attributed as per the attribution notice below. If you reuse the information please tell us so that we can work to provide more useful data and ways of presenting it. We provide "Last Updated" dates to help those reusing the data to stay up to date. Alternatively, if you email us at This email address is being protected from spambots. BIOLAP is based in England and these terms are subject to English law and to the non-exclusive jurisdiction of the English courts.


In order for users to trace the information back to its source we require attribution in the following form: - Use of any data must be accompanied by a hyperlink reading "from BIOLAP Council Expenses Dashboard" and linking to either the BIOLAP Council Expenses homepage or the page referring to the information in question. The attribution must be no smaller than 70% of the size of the largest bit of information used, or 7px, whichever is larger. You can also use the BIOLAP logo below to credit the information. Please note that the BIOLAP logo should only be used for this purpose, and must be removed if requested by BIOLAP. If you are making the information available via your own API you need to make sure your users comply with all these conditions.

Click the link below to download a compressed Full Data Set in CSV format. The fields are however separated with a '|' character as some information uploaded from Councils may contain commas within fields. Also please note that although the file can be opened in Excel, it contains significantly more records than Excel can handle. We therfore suggest that you import the file into a database package such as Access or Microsoft SQL Server etc.
